Columbia is the planned community James Rouse unveiled in 1967, ten villages that together held 104,681 people at the 2020 census. Here a railing project can need two sign-offs: a Howard County building permit and the village architectural committee's approval.
James Rouse unveiled Columbia in 1967, beginning with the village of Wilde Lake. Today it is ten villages, including Harper's Choice, Oakland Mills, Long Reach, Owen Brown, Hickory Ridge, Kings Contrivance, Dorsey's Search, River Hill and Town Center, laid over rolling Piedmont hills and stream valleys with lakes such as Lake Kittamaqundi. Every village mixes single-family homes, townhomes, condominiums and apartments, so railing work ranges from a townhome stoop rail to a full deck guard on a detached house.
Columbia's distinctive step is the second approval. Howard County reminds permit applicants that exterior construction on Columbia Association-assessed property may also need approval from the Architectural Committee of the village where it sits, under that village's covenants. The county calls the two processes completely separate: a county permit does not replace village approval, and village approval does not replace a permit. Each village has a covenant advisor who can explain what it reviews, and color and material are the usual questions for a railing.
Howard County's 2025 code exempts only a detached, freestanding deck under 25 square feet and under 30 inches above grade, and nothing in the floodplain. Attached decks, which most townhome decks are, need a county building permit. Howard enforces the 2024 International Residential Code with local amendments, effective September 7, 2025.
Near The Mall in Columbia, Merriweather Post Pavilion and along Little Patuxent and Broken Land parkways, common jobs are townhome deck guards in cable or glass, aluminum stoop railings, interior stair railings in townhomes, repairs, metal railings and code upgrades before a sale.
